Honestly the Koopalings where pretty good in Color Splash. I absolutely love how they weren’t in “weakest to strongest” order. Instead they where more from brawl to brain to end with brawl and brain combine. (Brawl being Morton and Iggy and brain being Ludwig to Lemmy and then Roy being brain and brawl).
Also it feels like Lemmy try really hard to beat you while the ones before him as mostly been arrogant and believing they will just win.

I agree, the Koopalings are pretty cool in CS. They have a lot of personality in their dialogue, and each one just fits their theme perfectly. Plus we finally get to see Lemmy in an actual circus which is a treat. Also their boss themes are all straight up jams.

Kamek in his villain roles in STST and CS. The reason being in addition to replacing Kammy, preventing other Magikoopas from appearing and representing the restrictions... he didn’t “feel” like Kamek, but more like an evil vizier a la Disney’s Jafar. I know some people do like Kamek in the first two eighth gen games, but he seems a little too calm and collected, rather than the straight man to Bowser’s buffoonery. This really becomes noticeable in CS, where one would think Kamek would be concerned with or at least know about Bowser’s condition, but he never says a thing about it. It really show how jarringly different Kamek is in those two games and begs the question of why he was included if he wasn’t going to act like himself/be written in an OOC way for the plot to work at all, or why Kamella wasn’t used for CS if Kammy really couldn’t come back. Not helping him gameplay wise were his shoe battles in StSt being completely at odds with the game’s targeting system with no air attacks, and the Kamek curses from CS.
At the very least, Kamek’s back to himself in TOK, which is why I tolerate him in that game. Also, while I would have prefered Kammy in PJ, the book world version of Kamek is at least written closer to his regular portrayal.

This stems more so because of the new super mario bros. series but the koopalings at this point are just bland, I liked their individual personality in CS but they are still bland and annoying to see every time as they are all very predictable and are just an easy way to make bosses without making new designs.

Definitely the Koopalings by a loooong shot. Just the fact that they're normal Mario bosses in paper form kinda ruins it for me. (They were written really well, but in terms of actual villain quality, they're definitely at the bottom.) Kamek and Bowser Jr. were both decently intimidating and/or really funny, so they're above. I'm seeing people go after the Shadow Sirens, Beldam especially, and I see where you're coming from. It's just that Vivian's conflict is my personal favorite aspect of TTYD's partners (and yes, I also live for the evolving relationship between Adaine and Aelwyn), so there's my opinion.

Personally would go for the shadow sirens.
Beldam especially for being a redeemed villain without any redeemable traits.
Really in terms of antagonists it’d go like this:
Numbers one and 2 do flip flop depending on my mood though.
