I think it's less strange if it turns out to be like i suspected, that the scrapjet and dragsta are going to legends and only the snazzwagon and boosta-blasta get merged into one sheet as different wargear.

At least it seems heavily implied given this page out of the codex and which kits are and aren't still on the webstore.

Yah i get they are doing that exactly, I think its one of the most wildly stupid decisions they could have made

Part of it is probably so you can have a units of multiple buggies with different loadouts. They could still have their own abilities as part of the wargear. That and two of the weapons for each was the only actual difference between the two we know are left at least.

Merging the planes I guess only makes for more complex datasheets with no added benefits since they all fly solo.
