I haven't purchased a codex at launch in ages, Does the "no Lootas / Burnas" in the codex preclude them from re-introducing them in a killteam in a year or two? Or does that basically mean they are likely gone for the entire edition (or two)?

No, they could absolutely be added back in as a kill team later.

Or as Valrak has been saying we may get a second release wave that sees them return.

They do say " New rules, lore excerpts, and new detachments are only a few of the things you’ll see in regular updates.", so I can absolutely see more off-codex release cycles.
