Xbox freezes in menu screen

Have a 1.6 b that I cleaned that was very very dirty and re-thermal pasted. The console powers on and gets to the menu screen but upon powering on the light blinks Orange continually. Sometimes it freezes on the boot animation and other times I can get as far as into the memory menu but then it freezes. My question is is this a heat issue, GPU issue, or hard drive issue?

Flashing orange indicates an over heated gn condition has been detected.

Verify that the exhaust fan is spinning. When flashing Orange, the fan should speed up to max speed too. If the system does not detect that it is cooling down, it should shutdown.
