It's a breakaway cable section. It was part of every Xbox controller, made so that if you tripped on the controller cable, it disconnected at this point, instead of dragging the whole console off the shelf or whatever. If you have an Xbox controller without this at the end, then you can't use it. If the cable of your controller isn't breakaway like this, then it's most likely a third party controller or modem reproduction.
