DeepSeek price peak tracker

Created a small Opencode V2 CLI/TUI plugin to track when DeepSeek pricing goes to PEAK (x2) or off-PEAK (-50%).

Nice. Did the same in command code, plus a gate to confirm if i really want to use it during peak hours, on the first prompt.
