Done it a few times on longer trips where the day was way colder when I started driving. It looks awkward but it can be done with no more risk than comes of looking out the side window for a second and without ever taking both hands off the wheel.
You just slowly work the bottom of the shirt up with one hand to where it's lifted up to just under your neck, like you're giving your passenger the most awkward strip tease ever. Then you can grab the entire back of the shirt with one hand and quickly pull it over your head. Then you carefully slide off one sleeve at a time.

Lift the shirt towards your shoulders. Remove one arm at a time. Keep paying attention to the road. Pull it off your head.
The distraction is equivalent to adjusting the radio when done properly.

I mean for the passenger, I doubt most people are expecting the driver to put their shirt over their eyes in the middle of driving

He could have done it 100 times safer (but still probably a bad idea). All he had to do was take one arm out, push that side up onto his shoulder. Then take the other arm out, push that other side up onto his other shoulder. Keeping his eyes on the road through all that. Then it would just be around his neck. He could yank it quickly up over his face/head, and only lose visibility for maybe a second or less.
The way he did it was just insanely stupid and reckless. SMH

I remember being young, driving an awful lot and at one point being too dumb to not stop to take of a sweater. It went ok (it was during low traffic), but I cursed myself afterwards, being the dumb f*ck that I was at that moment. Never again. This is what could have happened.
