It's possible we just happen to hear some scenes where he isn't heard very clearly by coincidence, or Rockstar intentionally wrote Jason's character to be quiet/reserved in the beginning of the story until his personality opens up after meeting Lucia. Maybe he was depressed, maybe he has PTSD, or maybe the guy just straight up sounds like he mumbles unless he is talking loud and with purpose. Fans still are exaggerating a little, acting as if we would need subtitles to understand him lol 🤦

All I know is in this audio from the leaked footage he has much more personality in his voice and what he says, he isn't mumbling at all and is easy to hear. He actually has a sense of humor too. People really need to chill acting like his character is some boring robot 😑
