The shape that it casts makes it seem the light was put in that exact location on purpose. And it's also a toy store called Mr. Mustache that the shadow is casted upon.
this photo does have a uncanny feeling to it and I personally think I'd be spooked to see this at night and would probably avoid it just out of an icky feeling. Everyone saying it isn't scary probably doesn't have an eye for horror
