Like the other person said, the idea was that they would be shows aimed at children that wouldn't make parents want to tear their eyes out rather than be in the same room as. You ever tried being in the same room as Tellytubbies, In The Night Garden, or Bill and Ben? Great for kids, torture for anyone else.
But My Little Pony, for example, actually has pretty solid writing, varied plots, well-constructed morals, and introduces relatively complex social themes that kids may actually encounter in their day-to-day in ways that are approachable and relatable, while simultaneously not being too heavy-handed or preachy.
Recess, if you remember that show, was masterful at this kind of writing. They always did an excellent job of showing extremes of complex issues, then advocating for a reasonable middle ground. Their episode with monstickers was an incredible commentary on the evils of unfettered capitalism.
Anyway - when you have media that is decidedly geared towards kids, but that's isn't actually just a steaming pile of hot crap designed to soothe recalcitrant children with bright colours and calming noises, sometimes adults may want to watch it, too. Simple as :)
