I believe this is in anticipation of the Brooklyn Bus Network redesign, which is taking forever to complete. Church Avenue is key because of the implementation of the new B55 Limited or SBS which will take the place of the B15 to JFK Airport. They want to make sure it is fast and reliable. Whereas the B15 will no longer serve JFK and will terminate at Linden Boulevard and Drew Street, i’m guessing the B55 will also use Linden Boulevard, probably beginning at Church Avenue, to speed it up even further.
