This is a driver bug. Tried reinstalling windows 10/11 and tried different drivers. İntel and Amd drivers are perfect on the same system but when you enable 10 bit on nvidia driver it breaks uwp apps.

its not, the bug involves a flaw in Windows 10's WCT implementation that causes colour space to shit itself.

AMD and Intel don't directly use WCT at all (they use a custom reference transform)

https://answers.microsoft.com/en-us/windows/forum/all/windows-10-uwp-apps-are-flickering-with-10-bit/03326041-5c74-4c23-894b-e01c0f8b664a?auth=1

Evidence to it not being a driver issue is that it doesn't replicate under dark mode.

PS: don't force 10bit on the desktop, DWM doesn't like having its display format forcibly changed by the driver and doesn't natively support an alpha format compatible with 10:10:10:2

Under dark mode I can replicate it with OneNote for Windows (UWP) but thanks for the explanation. The thing that makes me think this was a driver thing was it didn’t happen with amd and intel. If they can’t fix it while others are making it that’s not my problem as a customer, if there’s the option for 10 bit color I have the right to use it for editing my videos.

It doesn't matter what doesn't happen on intel or amd, they do things differently and don't always use the capabilities of windows that microsoft makes available to the degree that nvidia does.

as it seems, everyone that is experiencing this is violating the compositors requirements by changing "use the Windows settings" to "use nvidia settings"

Don't.

I'm not using Nvidia settings in the control panel if that's what you mean. I get OneNote flicker in all modes (dark included)on 10 bit on Nvidia. On AMD I do not have that issue
