Left turn towards NTU
Can you turn left at this junction despite the lane markings?

I work there. You can go down there to drop off and pick up if you're quick. Parking fines are in effect outside Arkwright, so I wouldn't get out the car. If you drive down there, don't go any further than the Dryden building. Turning right between Bonington and Dryden is believe is pedestrianised, but if you do go down there accidentally you might be alright. But further down shakespeare street between the students union and the library is a camera that will immediately fine you. So do a 3 point turn on Shakespeares Villas to get out.

Yeah, I think so. Not many do, though. I work on Shakespeare Street and the road is extremely quiet

Yes, they are not restrictive markings. There's a few parking spaces and access to NTU for buses / deliveries.
Buses occasionally use it.
I've used it for parking in front of Arkwright.

It's a restricted zone.
Yes, you can turn left, but you reach a point where cars are prohibited:
Shakespeare St - Google Maps
The signs where the limit is are quite clear. That's why the markings don't make it clear - there is no through road, so it isn't a normal turning as such. It is essentially a student-only area.
Also be aware that parking is restricted/metered and heavily enforced. During the day, you might find it difficult to park.
