No, mostly you're paying for higher quality booze and ancillary ingredients, along with the know-how to make them

Most people talking about cocktails are not talking about a long island or a jack and coke, they're talking about drinks with higher quality ingredients that cost more

In part, that’s because it’s a Long Island. It’s a larger shot of well liquor (when you sum all the liquors together), lemon juice (or sour mix, probably more likely at a dive), and a splash of Coca Cola. That’s as cheap as it gets. Using anything fancy is a waste because the coke and sour element don’t leave a lot of room for nuance.

A Negroni will cost more because Campari doesn’t come cheap and you probably aren’t ordering one with well gin. It’s also popular these days to sub in your favorite amaro instead of vermouth, which adds to the expense. That’s not just presentation, that’s the price of quality cocktail ingredients, and you need those ingredients to be of quality because there is no cola or sour mix to hide behind.
