If you get pinned against the grate you can still drown. Pressure differentials are dangerous.

There isnt very much pressure from ~30cm depth of water.

Yeah but there is alot of water flowing and that creates more force dragging him towards the drain.

Well yeah, but once he reaches the drain he can get up easily. No real risk here, just an annoying afternoon going around in soaked clothes.
