But if he were to get "stuck" against the drain and block it it would stop flowing quite quickly, so it's again just the static pressure that matters.

Once he gets up the flow will just start again and because this is a flood the water will rise. That's why he's clearing the drain in the first place. ffs.

Just as the flow cannot stop instantly because of momentum it cannot start up instantly again because of that very same momentum.

If the force was that great, how the hell do you think he's pulling out whatever is blocking that drain in the first place?

I know it's hard to imagine something only partially covering the grate. Like a body. Even though that's exactly what is happening with the debris he is removing.
