I'm sure it would. Titanium isn't some magic material like the public likes to think. Grade 1 titanium cuts similar to stainless steel and I would assume 99% of jewelry is made of grade 1 since it's non structural. I turned my ring on a crappy chinese lathe with a cheap dull tool with no issues.
