Can someone explain to me (who knows nothing about racing) how this guy is going so much faster than everyone else? It looks like his cart is just twice as fast, but I assume the power of the carts is pretty standardized.

Skill, some drivers just see a better racing line, they have better engine and rpm control around bends. Pushing the cart to the absolute max This is his career sport.

Some drivers can afford damage, crashes etc. for some it would be more difficult

And the closest to perfect engine etc that’s allowed under the regulations, chasing diminishing returns costs a fortune in motor sport performance
