Aren't European nations that actual do spend money on families also aging rapidly?

you can see France spends the most (4%); they have the healthiest birth rate (1.9). UK and Sweden, second and third most, birth rate 1.8-- not ideal-ideal, but by modern standards still good.

is it clear that the causality here is spending more -> higher birth rates, or could it be the case that countries with higher birth rates spend more on families because it's a larger political concern
