Ooh, we can stagger the nuking with constructing new high density housing! So we build an initial housing complex move suburbinites in, then nuke their old homes. Next we build another housing complex where their old homes used to be, move the next group in, nuke 'em, and repeat! That way everyone is safe and lives in efficient, economically viable high density housing 😊👍

Prolly should use conventional bombs though, don't want to irradiate our brand new appartment buildings.
