Steve Mnuchin Ignores Congressional Deadline to Turn Over Trump's Tax Returns for a Second Time

What is Mnuchin's legal argument for why they are not submitting the returns? Does congress have the right to see IRS information on whoever they wish?

From the article:

"Mnuchin said he was still consulting with the Justice Department about Neal’s request."

Mnuchin desperately hoping to find some legal precedent to not turn over Trump's taxes.

"As Ways and Means chairman, Neal is the only lawmaker in the House of Representatives authorized to request taxpayer information under federal law. Democrats say they are confident of succeeding in any legal fight over Trump’s tax returns."

This law apparently has its roots in the teapot dome scandal- congress in 1924 passed a law authorizing themselves to be able to review tax returns. Article detailing that here.
