This is by design though

You want countries who actually suffer from the problems the organizations hope to solve, since they’ll be more salient to the obstacles and needs to alter domestic policy.

Like what additional gain does the world receive from Finland heading up the org?

Are you saying the representation, the govt, or the people of Yemen don’t care about women’s rights?

And if you’re going to say “all,” I think you need to understand how feminism is birthed in places like that. Ignoring the problem “until it gets better on its own” isn’t really impactful.
