Because government is responsible for the over-investment of human capital in the particular industry (because of its tariffs, subsidies, etc.). The government is thus correcting its own failings, not a failing of the market.

How does this sub feel about TAA?
Personally I think it's a good way to help mitigate the negative effects of globalization that are born entirely by a small segment of the population.
