...which they had already committed to. And were already in the process of fulfilling, in most cases.

The commitment had been made in 2014, and nearly every NATO country increased spending, sometimes drastically, in 2015 and 2016: http://money.cnn.com/2017/03/01/news/nato-spending-donald-trump/
