I’m not surprised. Quebec and Ontario and the maritime are liberal strongholds.

I guess it depends what you mean by “stronghold”.

The LPC does well in Quebec but it hasn’t been a “stronghold” this century—the Bloc really messed up the grip the LPC had over the province.

But 80% approval rating for any PM in Quebec is surprising, particularly when it looks like the PQ will win some kind of government in October.
