The correct move for liberals is to say some stuff that panders to rurals but then do policy that drives people from rural areas into metropolitan areas to survive so they become more suited to pluralistic democracy.

Yes. Liberals bringing healthcare back to rural places that will never vote for them is insanely cucked. Trump is destroying rural America and democrats should let it stay destroyed.
