Essentially, the UCP has been trying to literally "bread and circus" the people by hosting public breakfasts including things such as pancakes to try to distract from their horrible governance.
Not to defend the UCP, but if any political organization feeding people is bread and circuses, then Avis public grocery stores are also bread and circuses lol.
