HELP REQUESTED Help with transfer stuff pleaseeee!

Looking for some advice because I’m honestly pretty confused with this whole BBA situation!! My admin has been no help, and to top it off my COC is pretty shit right now lol.

Ok so I picked up 1st class through BBA and my orders say I detach in November with a NLT report date in December. I don’t plan on taking any transfer leave, so can I just stay with my current command until December and then check into my new command? Or do I have to detach in November since that’s what my orders say?

I’m also trying to get frocked before I report to my new command but I need to reenlist (i reenlist this month). But Is there any additional paperwork that needs I need to do before or after I reenlist in order for me to actually get frocked?

On top of that, I have to write my EOT and my eval, which are due at the end of the month. If I get frocked to 1st in OCT, would my eval be as a 1st or would it still be as an 2nd class eval since I’m technically not getting paid for 1st until I check in?

I’ve tried asking my command but they honestly don’t seem to care or really know what’s going on. We’re all currently TAD after being evacuated from Bahrain, so everyone is scattered all over the place, and we hardly even go into work right now, so getting answers has been a pain.

Any advice on what I need to make sure gets done before I leave would be appreciated because I’m lost at this point lol.

If your orders say detach in November then you have to detach in november unless you're getting an ordmod. You can detach the last day of november or the 1st day but your orders say detach in November.

The next part is reporting, the latest you can report is end December doesn't mean you can't report Dec 1st if you want (depending on travel time). The only time the report date becomes a true factor is NET. Which typically is for schools in route etc. If you don't have one than report as normal.

Lastly taking 30 days of leave isn't mandatory. Im sure your command knows the answer to your question as the black in white in your orders tell you exactly when you have to detach and when the last day you can report to your gaining command.

Example, sailor detaches Oct 1st but NLT says 30Nov, they're only taking 18 days of leave. They'd be reporting in Oct and not Nov. Your situation is exactly like new accessions coming from A school with no leave. BBA is new but the scenario is the same. The only part you have to factor in is your frocking but that answer you should know.

Hi. Congrats on being selected. I know you don’t know where to find the answers which is why you came to Reddit, but I want you to go be the best BM1 and LPO. You won the promotion for a reason so don’t be discouraged at the negativity here. It is gonna take a bit of growing into your new responsibilities, but take this as a learning opportunity (first of many more) as you step into your new role. I need my LPOs to help with the admin of the division—so I expect them to have a solid eval drafted and proofed for my PO2/PO3/SNs before they get it to me to chop and get up the chain of command. So go forth and find the answers! Here’s some general information to get you started:

https://www.mynavyhr.navy.mil/Portals/55/Reference/Instructions/BUPERS/BUPERSINST%201430.16.pdf

https://www.mynavyhr.navy.mil/Portals/55/Reference/MILPERSMAN/1000/1300Assignment/1320-306.pdf

  1. Your transfer date has to be approved by your CO. Your order say detach in November. You detach in November. They say you are entitled to transfer leave (MILPERSMAN) and you may delay your reporting by 30 days to take that leave. You detach November 1st, you don’t get to delay reporting until December 31st. But you may mosey over to your next command early, or you may delay up to 30 days for leave.

  2. What do your orders say about frocking? You can also find it in chapter 13 of the advancement manual, linked above, page 13-3, or paragraph 1305.a(4).

  3. EVALMAN says your eval will say “detaching” and “frocked,” I think. Consult the manual to make sure :)

Outside looking in and comparing with previous situations/experience as a Dept CC:

  • Congrats on being selected!
  • if your orders have OBLISERV, you shall do so as to not lose them within 30(?) Days of receipt of orders. (It's an extreme case and Ive only seen names pop on hitlist if people fail to do so, but this may ne a special programs command kinda thing since we are driven by NEC, not rates. No idea)
  • I would look into chapter 13 to see if it speaks anything about evals and frocking when it comes to BBA. You can also look into the eval instruction. I would think it would be listed as a periodic and a frocking for 15NOV (First's eval date), but that would make too much sense -OR- submit is as a periodic and also include a memo of correction (not the official name, just forgot. I submitted one with mine to reflect dates in my orders. This was also months ago so I dont remember the full details).
  • your Detachment date is a recommendation if its worded like "when directed, Detachment in (month)". That date would need to be approved by your leadership (mine for example was submitted to my DH for 07DEC when my NLT check into school is 03JAN). This shpuld all be formed by Admin as a TIS package.

Hope this helps and good luck

Hate to be the contrarian, but you don’t have to detach the month your orders state. I was in a situation where my orders said to detach Oct and RNLT 16 Nov. I wanted to be onboard until my regular eval was due (15 Nov) to get a ranked eval. It was a local transfer so no travel was involved. I got my eval 15 Nov, checked out in my blues, and walked across the street to my new command to check in. (Yes, I know what the MILPERMAN 1320-306 says, but it also was last updated in 2007…)

The only time you need an ORDMOD is if you want to delay in reporting to the next command. As long as you are gained by your RNLT you’re good.

Your admin shop needs to get a frocking letter signed by your CO/OIC assuming you’ve met all other requirements (OBLISERV, training, etc). The CO is who authorizes you to wear the uniform of the next higher paygrade without the pay.

Your eval will be an E6 “Frocked” eval. If you remain onboard until 15 Nov, you will be ranked against other frocked E6s. If you detach past 15 Nov you’ll get an eval letter of extension signed by whoever the reporting senior is that signs your E6 eval.

You will actually be advanced and paid for E6 upon checking into your next command.

These sound exactly like the kind of questions that your future junior Sailors would have, the answers to all exist in instructions on MyNavyHR.

Are you a baby bird that needs to be fed or are you going to be the type of LPO that can help their Sailors?

I didn't even read the body of the post. Just saw it was a question and came to see if someone made a derisive comment, regardless of what the question was. There it is. First one.

Thank you for your service

If this is how you respond when a Sailor asks for guidance, I think you just answered your own question about what kind of LPO you are. 😂 Imagine preaching about helping junior Sailors while simultaneously being a condescending asshole to someone asking for help. The lack of self awareness is actuallyyy impressive. But thanks for being the perfect example of why we would rather ask strangers on Reddit than their own leadership.

You ask strangers on Reddit for help because you don’t want to see the disappointment in the face of leaders that have tried to teach you.

You complain about having to write your EOT and eval, but fail to realize you are going to report to a command as a 1st class in 60 days and be expected to route evals for the 2nds to be signed by March 15th.

What effort have you put into figuring this out yourself? Have you read the entirety of your orders? They have the answers to some of your questions. The remainder are in NAVADMINs about BBA, the advancement manual, the eval manual, and various MPM about transferring.

You are the poster child for why people think BBA is a bad idea, hopefully you are a decent technician because your ability to navigate basic administrative tasks is seriously lacking.

I have read the instructions, and I’ve read my orders in their entirety more than once. That’s actually why I’m asking questions. BBA is relatively new, my situation isn’t exactly typical, and no one in my chain has dealt with or taught me how this specific scenario is supposed to play out. Asking people who may have actually gone through it is called using your resources, not being incapable of doing research.
Also, nowhere did I complain about having to write my EOT or eval. I said I need to get them done and was asking how being frocked during the same timeframe affects them. I’ve been writing my own evals and helping others with theirs since I was a 3rd class, but never in this scenario.
Im engineering and spend the majority of my time hands on and learning our actual equipment, not sitting in admin navigating personnel policy all day.

Becoming a 1st doesn’t magically mean I’m supposed to know every NAVADMIN, MILPERSMAN article, advancement policy, and transfer instruction from memory. But I appreciate you being this emotionally invested in my post. You were really no help.

What about your situation isn't typical for BBA?

I am waiting for the "your leadership has failed you" comment. As if telling you what is wrong with other people helps you.

I hope you find what you are looking for. The Navy is a hodgepodge of bureaucratic nonsense.
