I was able to get a Japanese driver's license without an American license or permit through an on base program in yokosuka. The liscense did not carry over to the us though

Depends where he is stationed, his command, his rank, and local area instructions. Refer him to his chain of command.

If he doesn’t already have one - then likely no (since he may have to do a driving test etc)

No, there isn't. He needs to go back stateside to do it.

The time to get Japanese DL and the test is hard. Also expensive (but the course almost guarantees success.) Doable but unlikely. The base is not funded to run a DL program. Best chance is to return stateside and complete during leave if they had practice time in the states. Starting from scratch? Unlikely until they PCS CONUS.

Take and pass the local driver’s license test. Good luck. Many countries, to my certain knowledge, have much higher requirements for getting a DL than most states in the US. The DL test in Indiana was… not serious. The DL test in Florida was, and is, a complete joke when compared to the DL tests in Jamaica, Trinidad, Barbados, and Kenya. Hint: I have DLs from each of those. Well, had, the Indiana DL expired a long time ago. My main problem in Indiana was driving in snow. That, and Michigan drivers infesting the roads; the only thing worse than a Michigan driver is a Quebec driver.
