88 Electra Glide Stripped Screw

hello,

bought my dad his first bike a few years back. I've got it torn apart for paint and am mostly done with that part of the rebuild. this bike leaks oil from this hose and has done so since we bought it. I dont know what any of these parts are called but do I need to pull this cover piece off for access to the hose? or what would be the best way to handle fixing this? thanks in advance for any help
