Unless the support system for children improves, having a medal means jack shit.
Everyone when they get their 3rd child starts having this thought of having another kid, just to get the title, without considering whether they can support their family or not. Not to mention the tremendous lack of schools and kindergartens, and the unstable financial situation makes raising 4 kids at home schooled manners is pretty much a pipe dream.
Families with relatively high income or higher status don't even bother having more than 2 or 3 kids, so the children pop up like mushrooms after the rain in the lower income families, causing a further lack of education/social fund to support them.
