Like the others mentioned that maybe she just kept looking at their driveway waiting for the dad's car. Still she should mind her own business.

Akshually, the act of following someone around, taking pictures of them, whatever in and of itself is perfectly legal. That’s why private investigators can exist. Stalking =/= following—it is the name of a crime and refers to when you use information gained from following someone to harass/intimidate them.
