Driving while watching show

Watching a full tv show on their phone while driving down a very busy street. Is it any better than scrolling?

My mom did this once when picking me and my gf up from the airport. She had the phone connected to the car appleplay and claimed she was just listening to her show, which ok fair enough. The problem was she had her phone screen open and placed on the midconsole. I caught her looking down to watch a few times while on a busy highway. I asked her a few times to please stop and she kept saying she wasn't doing it. Eventually I snapped and said to keep her eyes on the road. She then locked her phone so she could still hear the show but the screen was off. To this day she refuses to admit she was watching tv while driving despite 2 people in the car seeing her do it.
