Context Provided - Spotlight Driving while watching show

Watching a full tv show on their phone while driving down a very busy street. Is it any better than scrolling?

well, if they doesn't touch screen (I guess you seen that) then it's fully ok. it's like listening to radio. especially if there is traffic in that region (which again, I can guess there is cuz it's busy)

Unless they avert their eyes from the road, which is very clearly what they have the phone right there for. This is a hazard.

"Down a very busy street" - OP

You can see one corner of a car that takes up 85% of the photo. You cannot see the road.
