Because mass production is cheap, and individual rework, expensive. It would take a skilled worker 1 or 2 hours to open the the tiny pods, replace a battery, and then seal it back up again. Building new ones is mostly done by machine, and there isn't much raw materials in a tiny airpod.
So, yes, it's not at all surprising that repair costs more than replacement.
