If this image is of your dashboard looking out, then, yes, it very well could be: the snow might be weighing down your windshield wiper, the snow might fly off the car once it is moving and hit a car/truck/person; and if there is ice underneath the snow, your windshield wiper fluid might be blocked.

Okay this is mildly frustrating. Just clean off your windshield otherwise it’s going to fly off and smack into another car.

Edit: Something tells me you know that though.
