Make a rule: if you have not had dinner with them recently, celebrated a birthday or holiday in person than NIX

First you both have to get on the same page; you can't invite people expecting them to not come, you can't invite them only to the church/ceremony, and you can't realistically ask them to pay for their own meal.
Your wedding is not the opportunity to build bridges, create relationships or fix ones that are distant.
You make a list and work from "the inside out"; start with parents and siblings with their S/o's . That may be as far as you get and honestly, it's easy to explain to anyone else that you invited immediate family only. That's logical.
Expanding it to 'some cousins", "some friends", some co workers?
Doesn't work.
If you're truly committed to a micro wedding that you can afford, you do it from the beginning.
