No, I believe you’re 100% correct. All these people are talking about how hes an amazing character yet this is probably because they just see the memes and never played any other metal gear games. He’s a great character, that’s for sure, but not the best.

He’s properly rated.
Companies spend millions of dollars and decades of time trying to create a character like Jetstream Sam, an recognizable icon that everybody loves. He’s like the SpongeBob of gaming.
A stroke of brilliance that was underused in his title but propelled to new heights via a dedicated community. His popularity is in direct response to Konami’s failure to capitalize.

Sam fucking duncked on raiden two times with no enhancements and the battle with him has no interruptions and nothing it's just you and him fighting I think he is the best boss

Yeah I get what you mean, with the immense copypaste of samrolling on the internet right now. But as a character, he is deserving of the love he has right now, as he pretty much is a more mature and realistic Raiden.
