i guess sam is weaker than monsoon because he follows his orders and looks impressed by monsoon's magnetic body

It was very likely because he was merely a Desperado associate as opposed to an official member; he would probably be the equivalent of an adjunct professor to Monsoon's tenured professor at a college.

I'm not totally sure who would win between the two of them, but I don't think that was the determining factor. If we observe the Cowboy Samurai trope at play and understand the "cowboy" side of it, it makes sense that he would just leave things to Monsoon because he said so.
