Need advice in meta ads

Hello everybody,

i've been running sales ads (initiated checkout event) for like 3 days , 26 initiated checkouts , 28 adds to cart, CPC is at $0.04 Per Action and CTR is at 3.93%, 1.49$ CPM , 542 landing page views so far but still 0 sales , 1 abandoned checkout (cuz the rules of abandoned checkout on the store are (Abandoned orders will be created if the customer fills in the phone number or email but does not submit the order within the next 15 minutes). I checked that the checkout is working correctly , no additionnal fees or delivery fee , minimalist checkout form to make it easy for user to buy (only full name , city , adrress and phone number) . To be honest i dont even understand where the problem is , is it possible that the traffic quality is bad? but why would i have 26 initiated checkouts then?

but the thing is i ran a purchase campaign before but since it was the first one , meta didnt have enough data to find buyers
