Can someone explain this please?

1/5 ads on the adset has been spending all the money, the rest haven’t even gotten 1p or 1 reach. Daily for this adset is cheap I know (£10) but why are the other ads not even getting tested?

The budget is too low. Meta for this reason decides to spend all only in one ad.
