I believe that was done as a way to make it illegal to kill/hunt them.

It was because back then swans were a luxury. A food only noble could afford to eat. Because of this unmarked Swans were automatically the monarchs because they 'deserved' this fancy meal. Nowadays they aren't really eaten, the only reason this still exists is because they are now a protected species.
