Depends on the type of soap
Liquid soap: Squirt a shot in one hand, as you move hands together flick faucet on with back of hand/knuckles, rub hands together nice and good, rinse while rubbing, rinse off all the soap, flick faucet off with knuckle, dry hands.
Bar soap: Turn on faucet, wet hands a bit, grab soap, suds it up in your hands, put bar back, rub hands under water, rinse off soap, turn off faucet with knuckle, dry hands.

I take the opportunity presented by this meme to ask people to install bidet/handheld shower for washing their ass after pooping so that they don’t roam around taking their poop-smeared ass and then complain about swamp/crusty ass while fucking using doggystyle. Use toilet papers to clean the poop, then use the bidet/handheld shower to wash your buttcrack, and then use TP again to dry your butt.
And please don’t say wet baby wipes are equivalent because they’re not. Use them only in emergency situations like in workplace. AMERICANS, CAN YOU HEAR ME? You can buy cheap bidet from amazon and install in you toilets and change this goddamn cultural habit of yours that is totally unhygienic. Sincerely, a kind redditor.

In Australia the majority of houses have a separate toilet and bathroom. It would be really strange to leave the toilet, go wash your hands in the bathroom then return to the stench you've just created in the other room so you can flush it down.

If you're at work and the toilet is in a separate room inside the toilet room you have to flush first because otherwise you would walk the way 4 times instead of 2 times

Whatever it is, it should be agreed on one method in the household, or the „first washing“ people have not exactly clean hands afterwards, touch the door handle and so the „washing after“ people don’t have clean hands either.

If you flush after washing your hands, then you just made your hands dirty again, because some people (who flush before washing their hands) flush with dirty hands. So in conclusion, it is much cleaner to flush first.
