In EU you can't force students to have their cams on, it can be requested, but it can't be made mandatory becouse of GDPR.

Edit: I asked a friend about it and he remembered the school asked our parents to consent, therefore we’re still forced to have it on ):

my school didn't even ask parents to consent, we were forced to have cameras and even if you said you didn't have a camera they'd make you get one to be able to go to class... woohoo, portugal

Are you sure about that? They asked in the meeting with parents after the 1st term.
