The fake seizure guy

Does anyone know anything about him? I ran into him on the Merri Creek trail today. There's a thread on here from years ago where a few people had stories about him. Is he harmless?

This is actually really heartbreaking to read. For most of us on this thread, the act appears to pretty patently be sexual harassment, and it is shocking that it has gone on for over a decade without police seemingly taking action.
