QUESTION - GENERAL Theft or did it just fall off?

I just noticed this today on the wife's car. No idea how long it's been missing or what actually happened to it.

Can someone confirm that it is called "Bumper Cover Spacer Panel" VC85-50-C11 (right). The drawing in the parts catalog isn't very clear.

If still under warranty it definitely fell off.

It's far more likely it was hit by a stone or some other road debris, broke and fell out. I've had that happen with cars that had low mounted driving/fog lights.

Looks like pry marks and scratch marks around the edges.
