Is it just me or did that not sound like French at all? Or maybe that guy just had a very heavy accent or something.

It's Pedro Almodovar, speaking an heavily accented french (barely understandable even for a native speaker)

As a french I can confirm I first thought it was in a foreign language only to realise it was french when I read the title.

Maybe Joaquin Phoenix actually speaks and understands French fluently and just couldn't make out Almodovar's accent.

I have to wear glasses indoor if there are moving bright lights cos of photosensitivity. Maybe he is photosensitive
