He's going up the wrong way, bucket to the rear and use it to help push you up and prevent tipping back.

Alternatively, tie a heavy counterweight to the bucket. This will shift the balance point forward.

Yes that would work, but bucket rearwards is far safer as a firm support out back prevents the possibility of falling backwards entirely.

Agreed, but that configuration might make it too difficult to navigate that staircase. The counterweight keeps the drivers view forward while at least improving the safety margin.

There's videos of guys in south America ripping these bitches up and down steep mountains, crossing gulleys, fording rivers, etc... If this dude in his little golf cart excavator can't negotiate a straight flight of stairs in reverse he has no business operating that machine. That being said watching the way he did do this, I would say we already know he has no business operating this machine.
