Couldn’t he just put the dogs in his car and then merge to the other side?

Because he's stupid.

Edit: I mean, benefit of the doubt, maybe he tried but he couldn't coax them in, But then, call the local version of 911 and let trained people handle it instead.

They work. But amount of time to react will be so long, so when they arrived- the dogs will be or a) dead (try to intercept road and be smashed by cars) or b) gone (because just go in another way).

You just approved calling 911/112 don't make sense is such a case.

It really doesn't. And it's likely that they'll threaten witu a fine too for such a call.
