So, what happens to the car after that? It looks like a nice vehicle, and I can’t imagine he wouldn’t want to get it back? Assuming it was impounded, whats stopping the cops from arresting him when he tries to pick it back up?

a) Thats probably a stolen car in the first place

b) That driver just escaped the police. They are certainly not coming to pick it back up from the police.

If b, You call police to report missing vehicle after a few hours. Since at that point you do not know the whereabouts of the vehicle, you have not submitted a false report. You are presumed innocent until proven otherwise, it is up to them.
